City Administrator

The City Administrator is the Chief Administrative Officer of the Town government; supervising all employees, implementing Board decisions, and advising the Board of improvements for the Town. The City Administrator is also responsible for developing and presenting an annual budget to the Board of Mayor and Aldermen for consideration.

Todd Smith was appointed by the Board of Mayor and Aldermen in December 2011 as the Town’s first City Administrator. Todd’s focus at the Town of Greeneville is summed up by 3 letters CCR

Prior to coming to the Town of Greeneville, Todd spent 7 years with the City of Johnson City, TN, leading the City’s economic development efforts. Todd is an Air Force veteran with 5 years of active duty service, and currently serves with the Tennessee Air National Guard.

Todd is a 1997 graduate of Milligan College with a BA in History and in 2004 earned a Masters Degree in Public Administration from East Tennessee State University. Todd is also a Certified Economic Developer (CeCD) through the International Economic Development Council (IEDC).

Todd is married to Rhajon (Colson) who is the Director of Development at Milligan College; they have one daughter Alethea.
