Administrative Staff

Assistant Chief Hixson is a Greene County native who graduated from West Greene High School in 1990. He then earned an Associate's Degree from Walter's State Community College in 1992, followed by a Bachelor's Degree in Organizational Management from Tusculum University in 1999. Chief Hixson joined the Greeneville Auxiliary Police Department in 1994 and became a full-time officer with our department in 1997. He has served as a Patrol Officer, Patrol Lieutenant, Patrol Captain, Administrative Captain, and Assistant Chief. During his years of service, he was a member of the department's Bomb Squad for three years and the Special Response Team (S.R.T.) for eighteen years. For five of those years, he was the Assistant Commander. Chief Hixson is a graduate of the F.B.I.'s National Academy, the Tennessee Law Enforcement Executive Development Seminar (TLEEDS), and the University of Tennessee Municipal Technical Advisory Service’s Municipal Management Academy sections 1 & 2. Chief Hixson is responsible for preparing and overseeing the department's annual operating budget, personal assignments, and disciplinary issues within the department. Captain Kevin Gass was born and raised in Greeneville. He graduated from Greeneville High School in 1991. He then earned an Associate's Degree from Walter's State Community College in 1994 and a Bachelor's Degree in Criminal Justice from East Tennessee State University in 1996. Captain Gass joined the Greeneville Auxiliary Police Department in 1997 and became a full-time officer with our department in 1999. He has served as a Patrol Officer, Patrol Sergeant, Patrol Lieutenant, and Captain. During his years of service, he was a member of the department's Bomb Squad for fifteen years and the Special Response Team (S.R.T.) for seven years. Captain Gass is a graduate of Southeastern Leadership Academy (SELA), the Tennessee Law Enforcement Executive Development Seminar (TLEEDS), and the University of Tennessee Municipal Technical Advisory Service's Municipal Management Academy sections 1 & 2. Captain Gass is directly responsible for the department's SRO Units, records department, Auxiliary Unit, training unit, S.R.T. & Bomb Units, traffic enforcement units, the department's accreditation team, Chaplain Corps, codes enforcement, and Fleet Management. He and Captain Davis are responsible for investigating any internal affairs investigations that Assistant Chief Hixson or Chief Spano assign to them. Captain Tim Davis graduated from Chuckey-Doak High School in Greene County in 1986. He then earned an Associate's Degree from Walter's State Community College in 2002 and then a Bachelor's Degree from Bethel University in 2020, both in Criminal Justice. Captain Davis joined the Greeneville Auxiliary Police Department in 1995. He then left to take a full-time position as a Deputy Sheriff with the Greene County Sheriff's Department in 1997. Captain Davis returned to the Greeneville Police Department in 2004 when he was hired as a full-time patrol officer. In 2007 he was assigned to the Third Judicial District Drug Task Force and was appointed as the director in 2012. In 2014 he was promoted to Detective Captain at the police department. Captain Davis is a graduate of Northwestern University's School of Staff and Command, the Tennessee Law Enforcement Executive Development Seminar (TLEEDS), and the University of Tennessee Municipal Technical Advisory Service's Municipal Management Academy sections 1 & 2. Captain Davis is directly responsible for the department's four patrol shifts, the Criminal Investigation unit, and the field training program. He and Captain Gass are responsible for investigating any internal affairs investigations that Assistant Chief Hixson or Chief Spano assign to them. Lieutenant Josh Pierce was born and raised in Greeneville. He graduated from Greeneville High School in 2003. He then earned an Associate's Degree from Walter's State Community College in 2005, a Bachelor's Degree in Criminal Justice from East Tennessee State University in 2007, and a Master's Degree in Criminal Justice from The University of Cincinnati in 2011. Lieutenant Pierce joined the Greeneville Police Department in 2008 as a full-time officer and has served as a Patrol Officer, School Resource Officer, Patrol Sergeant, and Patrol Lieutenant. Lieutenant Pierce is a graduate of the 275th class of the FBI National Academy and the University of Tennessee Municipal Technical Advisory Service's Municipal Management Academy Section 2.
