City Manager

The City Manager is the Chief Administrative Officer of the Town government; supervising all employees, implementing Board decisions, and advising the Board of improvements for the Town. The City Manager is also responsible for developing and presenting an annual budget to the City Council for consideration.

Assistant City Manager

The Assistant City Administrator works closely with the Town’s Finance Department and all Department Heads on special projects and programs that involve grant funding.

Responsibilities include overseeing the Town’s grant administration process and implementing the Town’s Americans with Disabilities Act (ADA) program.

Before coming to work at the Town in 2020, Cathy Osborne worked as director of the Greene County Health Department.

Prior to her tenure with the Health Department, she was Director of Operations at the Boys & Girls Club of Greeneville & Greene County, where she worked for 15 years.

Cathy is a graduate of Chuckey-Doak High School. She holds a Bachelor’s Degree from the University of Tennessee at Chattanooga in Human Services Management with a Minor in Psychology. She also holds a Master Degree in Public Health and a Master Certificate in Health Care Management from East Tennessee State University.

She is a graduate of the Town of Greeneville’s Citizens Academy and a recipient of the 40 Under Forty award from The Business Journal of Tri-Cities Tennessee/Virginia.

She serves on the boards of Keep Greene Beautiful and Main Street: Greeneville.

Media / Marketing Specialist

The Media/Marketing Specialist's responsibilities include writing press releases, producing photos and videos, and developing social media content. Additional responsibilities for the position are the coordination of events, including Midnight on Main New Year’s Eve event and the Independence Day celebration at The Big Spring, and the Citizens Academy.

Christina Potts started in this position in September 2022. Before working at the Town, Christina worked at the Greene County Partnership as the Director of Marketing and Business Development.

She earned a Master of Fine Arts in Design and has over 20 years of experience in graphic design, photography, teaching, and marketing. In 2024, she earned the Master of Public Information Officer Certification (MPIO) through the University of Tennessee Law Enforcement Innovation Center.

Currently, she is on the Board of Directors for the Magnavox Historic Preservation Association. Previously, she served on the Greeneville Arts Council Board of Directors as co-vice president. She will complete the Greene County Leadership program in August 2024.
