The Town of Greeneville is restructuring its development services to improve efficiency and create a one-stop shop for developers.
The newly formed Development Services Department will implement select responsibilities from the Planning, Building, and Development Department, along with Public Works stormwater administration. In addition, engineering services will be incorporated into the department.
“This is a positive change for the Town of Greeneville,” said Assistant City Manager Cathy Osborne. “We’re excited to streamline processes for those doing business here, while ensuring compliance with town ordinances and codes.”
The Development Services Department will assist residential and commercial developers with planning, zoning, stormwater management, and permitting. It will serve as a liaison with utilities and public service departments to help projects meet requirements and stay on track.
Led by a newly created Development Services Director position, the department will also include a Planning Administrator and a Planner/GIS staffer. The director will manage stormwater compliance (MS4), capital improvement projects, engineering, and emergency stormwater issues.
Developers will first work with Development Services for early-stage planning. When ready to build, they will transition to the Building Department for permits and inspections.
“This structure allows the Building and Public Works departments to focus on their core responsibilities while helping developers save time and money,” Osborne said.

As part of this restructure, the Town of Greeneville is pleased to announce the hiring of Andy Broyles, P.E., as its first Development Services Director. A lifelong Greeneville resident, Broyles brings more than 25 years of experience in civil engineering, construction, and real estate development to this newly created role, which will oversee planning, engineering, and stormwater compliance for the town.
Broyles, a licensed Professional Engineer, Professional Geologist, and General Contractor, has built a career managing major engineering and land development projects throughout East Tennessee while also operating successful businesses in construction, engineering, and real estate. He has served on the Greeneville Regional Planning Commission since 2019 and has long been an advocate for strategic, sustainable growth in the community.
In his new position, Broyles looks forward to engaging with local property owners, streamlining processes for development, and ensuring that new projects strengthen the town’s infrastructure and preserve its unique character.
“I am honored to serve Greeneville in this capacity,” said Broyles. “Our town is poised for continued growth, and I look forward to helping bridge the gap between planning, development, and the needs of our community to ensure that progress enhances the quality of life for all residents.”
The Town of Greeneville is also pleased to announce the promotion of Justin Schooley to the position of Planning Administrator, following the retirement of Randy Davenport on August 1st.
Schooley has served as the Town’s Planner and GIS specialist for the past two years, where he played a key role in transitioning zoning districts and other boundaries into GIS software and online mapping tools. In addition to providing administrative support for planning and development services, he has been responsible for reviewing and presenting site plans, subdivision plats, and rezoning requests.
He holds a Bachelor of Science degree in Geography and an advanced certificate in Geographic Information Systems (GIS). His background also includes experience in land surveying and construction services.
Schooley stated that he “looks forward to working in our new Development Services Department and working on future development projects in the Town of Greeneville.”
